Public Lighting

  • How does a public-private partnership (PPP) for public lighting work?

Since 2014, management of public lighting in Brazil has been transferred from the energy distributors to the municipalities. This change has encouraged the development of public-private partnerships in Brazil where a municipality is able to outsource the complete management of the public lighting complex to a private entity for a period from 5 to 35 years. The private concessionaire is responsible for assuming all investments, operating and maintaining the public lighting infrastructure for the duration of the concession. With the decline in the cost of LED (Light Emitter Diode) lamps and the extremely high energy efficiency of this technology, public-private partnerships in Brazil generally include the obligation of changing and modernizing the current lighting points with LEDs, resulting in less energy consumption and a reduction in the energy bill. The municipality monitors the correct development of the concession with performance indicators and each month pays the concessionaire a consideration, providing the funds for the contribution to the Public Lighting Service Cost (COSIP).
  • What are the benefits of the PPP model for public lighting ?

Tele management is a resource used for the remote monitoring, control, measurement and diagnosis of devices via communication networks. In the case of public lighting, its principal function is the monitoring, control and measurement of consumption of lamp standards in the lighting system located along public thoroughfares. This resource allows the intelligent management of the public lighting complex. Functions include the real time diagnosis of faults, immediate on-site attendance and repair, control of intensity of the lamp standard in accordance with the time of day and need for luminosity, and controls required for the consumption of electricity.

  • How public illumination can turn your municipality into a smart city ?

There is a great opportunity for the smart city concept to become a reality by modernizing the public lighting systems. Tele management resources for public lighting can be used for other Internet of Things applications and as well as being a vehicle for transmitting data for any urban infrastructure or utility. In addition to public lighting, such a smart network can control cameras, traffic signals, captors, proximity or garbage can sensors, wi-fi and optimize the functioning of city systems as well as ensuring a better quality of life and services for citizens.
